What Does _Your_ Utopia Look Like?  Flowers and Daisies on Six Planks Edition.

We're all about makin' it happen, and maybe it will...but if you had fiat for ten minutes, what would you do?  The rules are simple -- you can't change the constitution.  You can't ship out all of the mean people, or succeed from the union (or make some other set of states go away).  Your starting point is American government as is.  And you only get six planks.  

What would your initiatives be?  What would they look like?  For these ten minutes, you have fiat -- as in "fiat lux" -- and you don't have to worry how the DLC would spin it or what Pelosi thinks is possible  For less than the two cents they are worth, here are mine:

  1. Universal Health Care.  The United States shall immediately consolidate the VA health system, Medicare and Medicaid into a single payer system, with power to negotiate drug and medical supply prices.  Every citizen and legal immigrant shall have access to this system, and illegal immigrants will have limited access while in country.
  1. Reduced military.  The military shall be immediately reduced to a single force, with one quarter the personell as at present and one third the budget, to be reduced over the following five years to a tenth the budget and twentieth the size.
  1. Criminal law reform: end of the War on Drugs, rollback three strikes, and abolition of the death penalty.  Immediate end of the war on drugs and elimination of the DEA with one tenth its funding going into education.  Immediate release of all drug war prisoners. Immediate removal of all three strikes laws in all states.
  1. Negative income tax at 90 percent of federal poverty level.  If you make less than 90 percent of the federal poverty level, you're covered.  
  1. Science initiatives to include energy independence, space exploration, nanotech, biodiversity inventory, carbon sequestration and flood remediation.  Those on negative income tax may participate in these initiatives; those who do will receive housing and an additional stipend.
  1. Free education, which can be tested into by any citizen.  Flunking out requires a two year wait for readmission.
