Recycle is the term used when you reuse a backup tape. Of course where I work backups of the email servers are never recycled, they are stored off site indefinitely.

What they probably mean by 'recycled' is this specific period of backup tapes were re-used to back up other things. Think of overwriting a VHS tape of your wedding with a network showing of Joe Dirt, say.
The original data is gone, something else is there instead.
Honestly, there are probably people somewhere that can pull soemthing out of the mess, but it's just as likely they used government-grade data wiping first, so who knows.
This is not a green sort of recycling, it's black..very black.
I'm still an Edwards supporter, and a Patriots fan. Not having the best year here...

Next we'll hear that the recycled tapes are missing, and oops (Friedman unit later), got all burnt up.

they are saying. Actually, no one is getting to see, much less test, the tapes or machines in question. These are all just words, not facts, at this point.
Did March 03 mark a change in policy about back-up tapes? Was that a function of the Iraqi invasion?

All we have right now is the Administration's word on this and that's worthless. Well maybe not totally worthless, but about the only thing I would take away from this is that it's a transparent excuse for why they can't lay their hands on those records.
Now in a real record keeping operation like hospitals have to do, no real data is ever overwritten even though data tapes are indeed reused and overwritten. Due to government mandates, all required data is not only recorded, but copied and archived off and stored safely off site. You don't need to be an IT genius to do this kind of thing. In fact businesses not only keep archived and recent data stored offsite, they may actually lease offsite server capacity in the event of their onsite IT system is rendered inoperable. They can then fire up an offsite system with the data copies. They may lose 24-48 hours worth of data and it might take them a couple days to get the system completely up - but it's nothing a well run and competent IT department can't do.
So when the White House starts talking bullshit like this, there are two reasons: They are truly, hopelessly incompetent. or They deliberately destroyed data.
